Does ConversionRuler work with frame-based sites?

That depends on how your site works.

If your site employs URL Cloaking, then you'll need to modify how it works for ConversionRuler to work.

If you site uses frames which are all on the same domain name, then ConversionRuler Snippets work without modification.
